Other Observations & Notes

Because the traffic signals were not covered, there was no way for motorist to get to the parking garage or the valet parking for the Hilton.  Cars, Taxi cabs, and service trucks were all turning against the light because that was the only way to access Taylor between 5th and 6th street.  There were two flaggers on duty for the construction company, but they could not flag autos against a working traffic signal.  They said they had contacted someone to come out and cover the signals, but no one had showed by 10:00am when I got off duty.  Traffic was light so it did not cause any problems.  I watched the intersection and only intervened with traffic when a bus or train entered the intersection at the same time a vehicle was in the auto lane.  The idea being to prevent any collisions with Tri-Met vehicles.
